The Cyclone II is a variant of the standard Cyclone base model. This is one of the few vehicles eligible for the special HSW Performance Upgrade at the LS Car Meet exclusively to PS5 & Xbox Series X|S, which considerably increases the top speed.
The Cyclone II can be purchased in GTA Online from Legendary Motorsport for a price of $2,250,000. The Cyclone II can be stored in any of your Properties/Garages as a Personal Vehicle. It can be customized at Los Santos Customs and LS Car Meet Mod Shop. You can also modify it in a Vehicle Workshop inside one of your owned properties. Once acquired, you can request the delivery of the Cyclone II from the Mechanic. The HSW conversion cost to upgrade the Cyclone II is $475,000.

The actual top speed of the Cyclone II in GTA V is 119.25 mph (191.91 km/h) when it's fully upgraded, as it's been accurately tested in-game by Broughy1322. However, when upgraded with the PS5/XSX exclusive HSW improvements, the Cyclone II can reach the crazy top speed of 141.00 mph (226.92 km/h). Keep in mind that the HSW mods can be disabled in races.
Yes, you can sell the Cyclone II at Los Santos Customs for a resale price of $1,350,000 (60% of the original purchase), plus 50% of the value of your upgrades.
