The Unmarked Cruiser can be purchased in GTA Online from Warstock Cache & Carry for a price of $3,950,000. The Unmarked Cruiser can be stored in any of your Properties/Garages as a Personal Vehicle. It can only be customized in a Vehicle Workshop inside one of your owned properties. Once acquired, you can request the delivery of the Unmarked Cruiser from the Mechanic. A trade price of $2,962,500 (Discounted)* can be unlocked for the Unmarked Cruiser.
The design of the Vapid Unmarked Cruiser is based on a real life 1998-2011 Ford Crown Victoria Police Interceptor.

You can technically sell the Unmarked Cruiser at Los Santos Customs, however, this special vehicle has a resale value of $0, so you won't make any of your money back by selling it. It's best to just keep it in your garage.
